Seminars: Wage-Hour Training for Community Rehabilitation Programs


Charles W. Harles presents a one-day or day and a half training on special wage-hour issues for organizations providing services for persons with disabilities. The training covers special rules for employing workers with disabilities and covers the new regulations for exemption for overtime especially as they relate to positions within rehabilitation service provider organizations. The impact of the anticipated increase in the federal minimum wage and the impact of higher state minimum wages will be discussed.

The US Department of Labor has significantly increased their enforcement of wage and hour laws as they affect community rehabilitation programs over the past several years. Congressional scrutiny and critical reports from the US General Accounting Office and Inspector General's office of DOL have meant more investigations and more findings of back wages due to workers with disabilities. Over the past six years DOL conducted over 1700 investigations that resulted in million due to over 22,000 workers with disabilities. One organization was found to owe over $200,000 with many over $50,000.

Mr. Harles has thirty years of experience as an attorney who has specialized in wage-hour law and disability public policy issues. In the past he has served as General Counsel for Goodwill Industries International and Associate Executive Director of the National Association of Rehabilitation. He has trained thousands of individual staff of community rehabilitation programs on wage-hour issues. He has represented many CRP's before the Department of Labor. He has written the only comprehensive Wage-Hour Guide for CRP's.

Harles & Associates wage-hour training covers special 14(c ) certificates, establishing prevailing rates, determining disabled for the job, measuring individual productivity (both hourly and piece rates), down time, client/workers as volunteers, staff overtime issues including the new rules for exempt vs. non-exempt employees.
